Analysis of EU ETS News Flow for an Investor Audience: Analysis of Available Phase II NAP Data (November 2006)
The Carbon Trust and Entec have analysed the EU ETS Phase II allocation plans for eight large member states as they were known on October 9th, 2006 (Italy and Spain are still in draft stage and may change). The key conclusion is that major countries have not made sufficient efforts to produce emissions cutbacks and as a result the EU ETS is not being used to take a 'fair share' of the burden among member states towards reaching Kyoto targets. Furthermore, in a majority of member states, it is the power sector that is required to take the largest share of emissions reduction. The report analyses the data on a member state level and on a sector level (where data exists).

Analysis of EU ETS News Flow for an Investor Audience (November 2006)
The first data from the first year of the EU Emissions Trading Scheme was published on 15th May 2006, covering 2005 emissions for the trading scheme. Given the confusion surrounding the numbers released, the Carbon Trust Investor Engagement Programme commissioned Entec UK to provide a thorough review of these results, drawing out key messages for investors and corporates. The work covers headline conclusions across all 25 Member States, and a detailed sectoral drill down for 5 countries – UK, Germany, France, Austria, Netherlands and Poland. This report was first released in June 2006, but now includes data from Poland.
