Through the Local Authority Carbon Management Programme (LACM), the Carbon Trust provides councils with technical and change management support and guidance to help them realise carbon emissions savings. The primary focus of the work is to reduce emissions under the control of the local authority such as buildings, vehicle fleets, street lighting and landfill sites.

Recruiting new participants

Participating councils benefit from consultant support in the form of workshops and limited dedicated support tailored around the 5-Step process. This process guides authorities through a systematic analysis of their carbon footprint, the value at stake and the opportunities available to help them manage carbon emissions in a strategic manner:


The LACM programme was launched in 2003 and has to date facilitated a total of 141 partnering LAs through the 5 Step process. You may see the participant LAs on the navigation bar to the left. There have been many excellent results so far.

Aberdeen City Council was a pioneer of the LACM programme. Following completion of the 5 Step process the council has committed to a CO2 reduction target of 10% by 2010, and a further 15% by 2015. Bristol City Council also successfully participated in the programme and developed a plan which encompasses a 15% CO2 emissions reduction target by 2010. The document sits within their comprehensive Climate Protection & Sustainable Energy Strategy. View the Bristol City Council Action Plan here.

Neath Port Talbot County Borough Council has had a robust response to the programme and signed up to a 6% carbon emissions reduction target within its Community Plan. You may view the Neath Port Talbot Council Action Plan here.

On the back of the LACM programme Belfast City Council has updated its baseline, committed to a 15% reduction in its CO2 emissions by 2010, and obtained approval for its implementation strategy. You may view the Belfast City Council Action Plan here.

Local Authority Carbon Management Toolkit

The programme is supported by the Local Authority Carbon Management Toolkit, a web-based self-help workbook. The Toolkit captures lessons learned, is revised every year, and provides detailed carbon management process instructions, technical guidance and relevant tools. Degree Day Calculator to assist with benchmarking - primarily used to determine the amount of energy required to heat a building.

The Carbon Trust works alongside Salix Finance, an independent, publicly funded company, set up to accelerate public sector investment in energy efficiency technologies through invest to save schemes. Salix has public funding from the Carbon Trust and is working across the public sector with Local Authorities, NHS Foundation Trusts, Higher and Further Education institutions and Central Government providing interest free, match funded support.
