Sir Ian McAllister CBE, Chairman

Ian McAllisterIan McAllister is Chairman of the Carbon Trust, in addition he is also Chairman of Network Rail and former Chairman and Managing Director of Ford Motor Company Limited. Through his extensive experience of working in UK industry, Ian McAllister has established a national and international reputation for strategic management and stewardship of leading UK businesses.


Ian McAllister is a graduate of University College London, where he completed a BSc in Economics. Having joined Ford as a graduate trainee in 1964, he successfully developed his career within the company and, following a variety of international roles, he was appointed Managing Director in 1991 and, shortly afterwards, was made Chairman. His positions and interests include membership of the President's Committee for the CBI and the Advisory Committee on Business and the Environment and he was formerly President of the Society for Motor Manufacturers & Traders.

Tom Delay, Chief Executive

Tom DelayTom was appointed as the first Chief Executive of the Carbon Trust in 2001.

A chartered engineer with extensive experience of the energy sector, Tom worked for Shell for 16 years in a variety of commercial and operations roles including four years as General Manager of Pizo Shell - a Shell subsidiary in Gabon, Africa. He moved into management consultancy with McKinsey and Co and then as a Principal with the Global Energy Practice of AT Kearney before joining the Carbon Trust.

Tom gained a first class honours degree in mechanical engineering from the University of Southampton in 1981 and completed an MBA at INSEAD, Paris in 1988.

Rosemary Boot, Finance Director

Rosemary BootRosemary was appointed as the Carbon Trust's first Finance Director in 2001. As well as fulfilling an integral management role, Rosemary is involved in providing strategic direction for the Carbon Trust's programmes.

Rosemary is an experienced investment banker. Prior to joining the Carbon Trust, she worked at UBS Warburg in Mergers and Acquisitions, latterly as an Executive Director.


Rosemary is a Natural Sciences (Chemistry) graduate of Cambridge University.

Michael Rea, Chief Operating Officer

Michael Rea

Michael joined the Carbon Trust in 2002 as Director of Strategy, responsible for developing existing and new services to reduce carbon emissions and develop low carbon technologies. He has carried out a number of strategic and operational roles at the Carbon Trust including his current role of Chief Operating Officer.

Previously, Michael was at McKinsey & Co where he specialised both in corporate & business unit strategy and in performance improvement. Prior to that Michael worked at Procter and Gamble in product supply.

Michael Rea is a graduate of University College Dublin where he completed a BEng (Mech) in 1991. He was awarded the faculty gold medal in his final year. He also completed an MBA at INSEAD, Paris in 1996.

Dr David Vincent, Director, Projects

David VincentDavid joined the Carbon Trust in April 2001 on secondment from the Department of the Environment, Food and Rural Affairs.

Prior to joining the Carbon Trust, David worked in a range of energy efficiency, renewable energy and international nuclear R&D policy posts in the UK Government. David was at the (then) Department of the Environment, Transport and the Regions where he was involved in the development of the UK's climate change levy package of measures to help achieve carbon savings from the non-domestic sectors - in particular the negotiation of a number of climate change agreements with the energy intensive sectors and support for the team developing the Enhanced Capital Allowances scheme. Previously he helped design the Energy Efficiency Best Practice programme, becoming its Director in 1994.

David Vincent is a physical chemist by training. He gained a PhD from The University of Kent at Canterbury in 1973 for original research in the field of low temperature fluorescence spectroscopy applied to anthracene and other polycyclic aromatic hydrocarbons.

Peter Hambly, Director of Marketing and Communications

Peter HamblySince joining the Carbon Trust in 2001 Peter has co-ordinated and delivered the company’s marketing and communications strategy. Highlights have included a range of award winning campaigns that have placed the issue of climate change mitigation on the business agenda and helped thousands of companies and organisations take action to reduce their carbon emissions and save energy.

Before joining the Carbon Trust Peter managed major UK campaign activity at a range of organisations, including as Campaign Manager for the highly successful Full Stop Appeal from the NSPCC. He has also held a variety of business focused marketing and communication roles in the small business sector.

Tim Lancaster, Director in China

Tim LancasterTim joined The Carbon Trust in March 2005 as Customer Operations Director.

Prior to joining, Tim was Head of Technology at BBC Worldwide where he also worked as an executive coach. After gaining an Arts degree at Magdalen College Oxford, he spent five years as a consultant with Accenture. He has since worked in a variety of project and service delivery roles in government and industry.

Andrew Wordsworth,
Managing Director, CTEL Enterprise Businesses

Andrew WordsworthAndrew leads the Carbon Trust's commercialisation activities, which since January 2006 have been delivered by a wholly owned subsidiary, Carbon Trust Enterprises Limited.

Since joining the Carbon Trust in March 2002, Andrew has led the development and delivery of a number of new initiatives, with previous roles including Head of Carbon Management and Strategy Manager. Previously, Andrew was at Bain & Company where he focussed on business unit strategy and corporate venturing.

Mark Williamson, Director of Innovations

Mark WilliamsonMark joined the Carbon Trust in January 2006 as Head of Technology Acceleration and is now Director of Innovations, leading the Carbon Trust’s range of work to support the development and deployment of low-carbon technologies.

Prior to the Carbon Trust, Mark was a senior manager at Accenture where he ran major technology development programmes and worked on technology strategy and implementation for a variety of clients. Mark has also previously worked for Hewlett Packard Laboratories and the Ministry of Defence.

Mark is a Chartered Engineer and holds a first class honours degree in electrical engineering and a PhD in wireless communications, both from the University of Bristol. He also completed an MBA at the International school of Management Development (IMD) in Switzerland, where he received the Presidents Award for outstanding achievement.

James Wilde, Director of Insights

James WildePrior to joining the Carbon Trust, James worked for management consultants McKinsey & Company. James has a PhD in Nanotechnology from the University of Cambridge and a first class degree in Materials Science from the University of Oxford.

Hugh Jones, Director of Solutions

Hugh JonesHugh is Director of Solutions, leading the Carbon Trust in providing commercially viable solutions to help UK businesses and the public sector reduce their carbon emissions.

Before joining the Carbon Trust in 2005, Hugh worked at both IBM and PwC Consulting in international sales and consulting services.

Hugh graduated from Cambridge University in Modern Languages, and specialises in European languages. He also holds an Environmental Technology MSc from Imperial College.

Andy Togher, Director of Business Relations

Andy TogherAndy is Director of Business Relations, ensuring that the Carbon Trust delivers the best possible service to its customers.

Andy has been with Carbon Trust since 2003, building the large customer team as Head of Carbon Management, and subsequently leading the Solutions business area. His earlier career spanned consulting engineering in construction and public health, investment banking in equity and derivatives markets, and business start-ups.

Andy is a chartered engineer and graduate of King’s College London, with an MSc in management systems from Cranfield University and an MBA from INSEAD.

Professor Michael Grubb, Chief Economist

Michael GrubbMichael is a leading international researcher on the economic dimensions of and policy responses to climate change and energy policy issues including renewable energy sources. He has been a lead author for several reports of the Intergovernmental Panel on Climate Change (IPCC) addressing the economic, technological and social aspects of limiting greenhouse gas emissions and has advised a number of governments, companies and international studies on climate change policy. He is editor-in-chief of the journal Climate Policy and is on the editorial board of Energy Policy.

Michael was formerly Head of the Energy and Environmental Programme at the Royal Institute of International Affairs, before becoming Professor of Climate Change and Energy Policy at Imperial College. He remains a Visiting Professor at Imperial College, and is also a Senior Research Associate at the Faculty of Economics in Cambridge University. He gained his PhD in energy systems analysis from Cambridge.
