Purpose and scope of the role (to include management and budgetary responsibility): The Financial Services Team supports two core schemes: Energy-Efficiency Loans, which are now a proven and effective means of reducing the carbon dioxide emissions associated with small and medium enterprises (SMEs), and enhanced capital allowances for energy-saving technologies which is a UK Government tax scheme designed to encourage businesses to buy energy efficient equipment and thereby reduce their carbon footprints. The ECA scheme has been in existence since 2001 and currently supports over 14,500 energy-saving products.
As these schemes continue to grow there is a clear need for a rigorous and systematic approach to way we plan, organise, and deliver the various elements of each. It is imperative that we maintain and improve the necessary client-facing elements, processes, and internal structures to ensure robust and appropriate service levels are achieved and scale-up potential of each is realised in a cost-effective manner.
The majority of the work on both schemes is outsourced and the Delivery Partner Manager is responsible for the commercial management of the Energy-Efficient Loans Scheme and ECA Scheme delivery contracts. This role will also be responsible for the operational management of the Energy-Efficient Loans Scheme contract.
Main duties and responsibilities: This role is responsible for the commercial and financial management of the Financial Services Delivery Contracts and, with the Loans Supplier Marketing Manager, has responsibility for achieving the team’s annual target for capital value of loan offers made from all channels; currently around £25m and estimated to be circa £50m in 2008_09. In addition, the role is required to: • Manage, with the Supplier Marketing Manager, the implementation of the loans scheme strategy and the future development of the loans proposition to facilitate the desired growth rate (circa 100% in 2008-09); • Provide financial management and financial analysis of the Financial Services Team Delivery Contracts (circa £3m rising to c£3.5m in 2008-09); • Manage the funds in the loans scheme and deliver detailed and accurate monthly forecasts; • Provide commercial management of the Financial Services Team delivery contracts, including contract amendments, new service developments, ongoing quality and value improvements and reporting; • Operationally manage the Loans Administration Contract including delivery to agreed level of service, resolving problems and enquiries from end-users, government and Devolved Administrations; • Specify the requirements for production of all loans scheme application materials and supporting documentation or publications; • Provide input into the Financial Services Loans marketing and communications strategy and promotional materials.
